“HE WHO spits up in the air, will get it back on his beard,” warns an Arab proverb. Wise words—but they are apparently seldom heeded when it comes to firing guns into the heavens. Following Iraq’s victory in a quarter-final of the under-20s’ football World Cup last month, at least four people were killed and more than 20 injured in an outburst of celebratory gunfire. Football fans are not the only culprits: across the Arab world students are sometimes injured by the hail of bullets that often follows the publication of high-school exam results. Grooms have been known to fall victim to rounds fired at their own weddings. Such tragedies lead to funerals—which unleash more salvos. In all, dozens of deaths and hundreds of injuries are caused every year by celebratory shooting sprees.
The tradition has existed for centuries and is popular well beyond the Arab world. The birth of George Alexander Louis, the third in line to the British throne, was celebrated on July 25th with a 41-gun salute in London. It is most common in places where military discipline is low, or where gun ownership is common. In America, where there are roughly nine guns for every ten people, celebratory gunfire accounts for 5% of all stray-bullet injuries, according to the Small Arms Survey, a Swiss research-organisation.


The reason for the accidents is simple enough: what goes up must come down, says Brigadier Ben Barry of the International Institute for Strategic Studies, a think-tank. A 7.62 millimetre round of the sort used in Kalashnikov rifles is “quite capable of killing somebody 1,700 metres [one mile] away,” he says. “The range is less if fired in the air but if it comes back down it gathers energy and that does the killing.” On July 4th a seven-year-old was killed during Independence Day celebrations in America, by a bullet fired 1,500 metres away. Moreover, bullets falling from above are more likely to be fatal as they primarily fall on the head and upper body. A 1994 study on 118 patients treated at a Los Angeles hospital found that falling bullets have a mortality rate of 32%, compared with between 2% and 6% for general gunshot wounds.
Efforts to curb the enthusiasm of armed revelers have had little success. Iraq’s interior ministry has urged citizens to ditch the guns and celebrate in a “modern way”. Campaigns in places ranging from Macedonia to Puerto Rico have encouraged partygoers to leave their guns at home on New Year’s Eve, when many injuries occur. Twitter users in Libya tried to popularise the hashtag #notocelebullets, in vain. Aircraft have been diverted from Tripoli airport after celebratory gunfire hit a Boeing 747. There seems to be no stopping it. In June Hassan Nasrallah, the leader of Hezbollah, pleaded with his supporters to stop the practice. His loyal followers greeted his announcement with an unleashing of salvos into the night.

There was outrage on Saturday over President Muhammadu Buhari’s appointment of dead people into boards of Federal Government agencies.
Prominent lawyers and civil society groups, in separate interviews with SUNDAY PUNCH, said the inclusion of dead people on the list of appointees was a demonstration of incompetence by the Buhari administration.
They noted that the appointments, which were made two and half years after Buhari’s assumption of office, should have been done without errors.
Some of the dead persons on the list released included late Senator Francis Okpozo, who died in December 2016 but was named the chairman of the board of the Nigerian Press Council.
Another was Donald Ugbaja, the late Deputy Inspector General of Police who died in November but listed was as one of the members of the Consumer Protection Council.
Also on the list was the late founder of Fidei Polytechnic, Rev. Christopher Utov, who died in March but was listed as a board member of the Nigeria Institute of Social and Economic Research.
Included on the list was the late Alhaji Umar Dange, an APC leader in Sokoto State, who was appointed as a board member of the Federal Medical Centre, Ebute-Metta.
Similarly, Kabir Umar, a former Emir of Katagum in Bauchi State, who died on December 9, was on the board of the Federal Medical Centre, Azare, Bauchi.
According to TheCable, another appointee, Ahmed Bunza, died at Usman Danfodio University Teaching Hospital, Sokoto, and was buried May 22.
Bunza was reported to be a staunch supporter of the APC. He served as the sole administrator of Jega Local Government Area of Kebbi state.

The President, Campaign for Democracy, Usman Abdul, said, “This tells you how confused the leadership of Nigeria is. First, you will realise that coming up with a list of such significance requires careful scrutiny.
“The release of the faulty list shows that neither the President nor his aides has the memory of the people they are ruling at heart, otherwise, they would have spotted the errors.”
Also, the CDHR President, Malachy Ugwummadu, described the development as “quite unfortunate.”
Ugwummadu said, “It is a sad commentary. In a country where we have surplus disciplined and credible people for appointments, it shows that background checks were not done before the list was released.
“There should be a rigorous investigation as to how such names found their way into the appointments.”

Presidency not serious—Ali

Also, a Senior Advocate of Nigeria, Yusuf Ali, said the shocking discovery showed that the Federal Government was not diligent in its responsibilities.
He said, “The constitution of the boards has been long overdue. This government came to power about two and a half years ago. The discovery shows that the list was compiled a long time ago and due diligence was not done before it was released.
On his part, the Second Vice President of the Nigerian Bar Association, Monday Ubani, described the appointment of dead persons into the Federal Government boards as unfortunate.
He said, “It is unfortunate that the President delayed in doing most of the things he was supposed to do; and those things have come to haunt him.
“It is obvious that the dead people were appointed after they died. It does not speak well of any serious government that dead people are appointed into public offices.
“Had it been that they were appointed as of the time their names were submitted, this embarrassment would not have happened.”
Shehu Sani, Junaid Mohammed knock Buhari
The lawmaker representing Kaduna Central Senatorial District, Senator Shehu Sani, and a delegate to the 2014 National Conference, Dr. Junaid Mohammed, have described the controversial list as belated.
Sani, in his tweets on Saturday, said Buhari should have posthumously honoured those who were deceased on the list instead of giving them appointments after their death.
Mohammed on his part said, “The list confirms a trend that has been the hallmark of this government since it took power in 2015. It shows how unprepared the President and the cabal in the Presidency are for the serious work of governance.”

Also, the pan-Yoruba group, Afenifere, criticised the Federal Government, describing the blunder as an untidy approach to governance.
The spokesman for the group, Yinka Odumakin, said some officials should be sanctioned for the embarrassment.
He added, “To have one dead person on the appointment list is scandalous, but to have many shows lack of thoroughness, no attention to detail. And, if this is the way our lives are being run, it is very shameful that the government at the highest level cannot sort the living from the dead.”

Presidency dismisses criticisms, says nothing scandalous

But the Presidency said there was nothing “scandalous” or “extraordinary” in the inclusion of the names of some dead persons in the list of appointments into the boards.
It said the list was prepared over two years ago and nobody could stop some of those included on the list from dying between then and now.
The Senior Special Assistant to the President on Media and Publicity, Garba Shehu, stated this in an interview with journalists in Abuja.
According to Shehu, the process of compiling the list started in 2015, while a reviewed list was presented to President Muhammadu Buhari in 2017 shortly before his health challenges.
The presidential spokesman said, having recovered fully, Buhari only instructed the new SGF, Boss Mustapha, to release the list.
He assured Nigerians that the nominees who are dead would be replaced.
Shehu explained, “This is a historical list. It dates back to 2015. The President asked all state chapters of the APC to forward 50 names for appointments to the SGF through the national headquarters of the party.
“The then SGF, Babachir Lawal, presented the report in October 2016, one year after he was commissioned.
“The report was disputed by state governors, who said they were not carried along or the list was not representative enough.
“So, the President constituted a new panel chaired by the Vice President. The panel has some governors and some leaders of the party as members. They were asked to go and review the list.
“The panel did its work and turned in its report early in 2017. The President had his health challenges during that period.
“Now that he is back and strong, he asked the SGF to go and release the list. So, the new SGF did what he was asked to do. There is nothing scandalous or extraordinary about what has happened.
“If a list was compiled over about two years ago, obviously some people would have died. Nobody can stop that from happening.
“Whoever is dead will be replaced. There is nothing extraordinary about it.”

APC, PDP clash over controversial list

The Peoples Democratic Party on Saturday described as an unpardonable national embarrassment, the appointment of deceased persons into the various boards of federal agencies by the Federal Government.
National Publicity Secretary of the party, Kola Ologbodiyan, said in a statement that the development had further confirmed the PDP’s position that the APC “administration is completely confused, disorganised and grossly incompetent.”
He added that the development exposed Nigerians to the level of recklessness and shoddiness inherent in the management of the nation under the APC.
Ologbodiyan noted that the situation also revealed why the nation’s economy is in a shambles under the APC.
He wondered how a government which could not tidy up a routine issue like board appointments for over two years, could successfully handle the complex issues of governance.
“Nigerians can now see why the nation’s economy has been in a shambles in the last two years. When we say that this government is completely inept, some Nigerians did not know to which level, but now they do,” he added.
Ologbodiyan asked Nigerians to disregard what he described as lame excuses by the APC government, urging Nigerians to hold them responsible for the woes that have befallen the country under President Muhammad Buhari.
But the APC described the PDP as sore losers for “making a fuss over the secretarial error which led to the inclusion of deceased persons’ names on the list of board appointments.”
The party’s National Publicity Secretary, Bolaji Abdullahi, said, “It is pathetic that the PDP has yet to overcome its loss of the 2015 elections. They should get used to the fact that we are in government and in power.
“It is becoming laughable that even if a NIPOST member of staff fails to deliver a letter they claim it is evidence of APC’s unpreparedness.
“How can they say a secretarial error involving five names out of over 300 is a sign of failure? This administration is focused and will not be distracted.”

Family members, Nigerians express shock

Anna, the wife of the late Chief Francis Okpozo said she received the news of the appointment of her deceased husband by President Muhammadu Buhari with surprise.
The widow, however, told SUNDAY PUNCH on Saturday that she did not take offence at the development.
The late Okpozo, a former senator in the Second Republic, who died on December 26, 2016, made the list released by the Presidency alongside his son, Harrison.
Mrs. Okposo described her late husband as one of the founders of the All Progressives Congress, and a close friend of the President.
She said, “Although the news of my late husband’s appointment raised some concerns, I will not take it in bad faith.
“If he was aware that his (late Okpozo) name was on the list, he (Buhari) would have corrected it.”
“I am not taking offence at all because, as a President, he cannot know everything about everybody in the whole country. Maybe he had delegated the selection to some people to do and they did not consult but just published it (list).
“I cannot cry over spilt milk. He is gone; the living can forge ahead. But I commend him for remembering my son.”
Meanwhile, Harrison, the second son of the late Okpozo, has described the ‘posthumous appointment’ of his father by Buhari as an honour of the Second Republic senator.
Harrison, who was appointed as a board member, National Commission for Museums and Monuments, said it was regrettable that his father never lived to witness his appointment.
Also on Saturday, Bunde Upurugh, a nephew to the late Catholic priest, Rev. Fr. Chris Utov, whose name made the list, described the appointment as a belated honour.
He further said the Federal Government recognised the contributions of the late Rev. Utov to the development of the nation.
He said, “The sad thing is that the appointment came many months after he died. Why did it take the Federal Government over two years to appoint board members?”
Upurugh is the Dean, Student Affairs of the Fidel Polytechnic, Gboko, which was established by the deceased.
In Sokoto, Alhaji Hassan Umar, a relation to the late Alhaji Umar Dange, told SUNDAY PUNCH that the publication of his deceased brother’s name on the list was a great embarrassment.
He said, “Dange died early this year. He was a great politician and I am not aware that he was ever given any appointment in his lifetime.
“This is a clear demonstration that President Buhari is not in control of his administration.

Forget what any doctor will tell you, just remember that you are your first and best doctor.
Let me repeat for posterity.
1) If you are above 40, and not a diagnosed hypertensive, you must check year blood pressure at least once every-three-months.
2) If you are above 40, and not a diagnosed diabetic, you must monitor your blood sugar once every six months.
3) If you are above 40, and do not have regular chronic illnesses, you must do your full medical check up annually.
4) If you are above 40, and not diagnosed with glaucoma, you must do your eye-evaluation at least once every year.
5) If you are above 40, and you are overweight, you must monitor your weight so that it it does not tilt towards obesity.
6) If you are above 40, and you notice a mild creeping in of hearing loss, you must be evaluated by an Ear, Nose & Throat(ENT) Surgeon annually.
Did you notice that age and time are recurrent in (1) to (6) above? Did you also notice that I used the word “must” and not “may” in all my assertions above.
“Yes”, you might remonstrate, “I know a fool at 40, is a fool forever”- hell no. Or “Okay I know that life begins at 40”- again no. Or you will reflect again, “Alright I know at 40 one suffers from mid-life crisis” – the answer is “yes and no”.

i) At 40, women attain menopause or begin to experience signs and symptoms of menopause.
ii) At 40, most men, start experiencing reduction in the production of male hormone – androgen. Hence decrease in libido and virility.
iii) At 40, the climacteric, the circadian rhythm and the body clock start experiencing mild clogging.
iv) At 40, glaucoma symptoms begin to manifest, for those who are genetically disposed to having one.
v) At 40, atherosclerosis and heart diseases, begin to manifest their symptoms.
vi) At 40, obesity for those predisposed to it, if not watched starts becoming a permanent feature of our lives.
The story behind health monitoring.
• You know that every three years, my clan Igbere in Bende LGA, organises a ceremony called “Ezumezu”. Where one age grade the oldest retires from communal service, and another one the youngest takes up the mantle as a replacement.
• As part of this year’s celebration, a free medical scheme was organised courtesy of Paul-Uche- Foundation, from 20 to 30 December 2017. I consulted on 20th and 23rd, where I met 3 to 4 patients who confessed that, they checked their blood pressures last, between 1999 and 2007, when Dr Orji Uzor Kalu was the Governor, and had Abia State Medical Scheme, of which I was the Co-ordinator. I was flummoxed.
• Tongue-in-cheek, they claimed, they had actually not been seriously ill, apart from occasional headache and fever. For which they went to a chemist to mix drugs for them. Which they claimed they drank and got better. Or when they thought the fever was more serious, they went to a laboratory scientist who will collect their blood and urine, do some tests and write out prescriptions for them. My God that meant from 2007 to 2017, ten solid years, they had not checked their blood pressures, and they were very elderly.
• Let me state clearly here that mixing of drugs, is a great disservice to medical practice. When we get to a chemist or a pharmacy, we should request for a complete dose of antimalarial or anti respiratory tract infection drugs, plus analgesics. Let them not mix anything for you, it is very dangerous to your health.
• One of those my former patients, had a blood pressure of 210/110. I had to temporarily admit him into the health centre to bring down the pressure. Who knows how many of them have had strokes and died.
• This applies to most of us, let me repeat it ad nauseam, an increasing blood pressure has neither signs nor symptoms. Most at times the first manifestation, of our high blood pressure is with a stroke, with much devastating effect. Then we would blame our co-workers, neighbours or in-laws. This is what we could prevent by simply and routinely checking our blood pressures.
Lastly, please check your blood pressure regularly, for your family’s sake. If you notice any symptoms, see a medical personnel for advise. Let us not behave like Malvolio in Shakespeare’s Twelve Night, who was sick of self-love. Be medically guided.

Buhari ‘Why we appointed dead people into agencies’--presidency




The Nigerian presidency says there’s nothing “scandalous or extraordinary” about the inclusion of the names of dead persons in a list of board and parastatal appointments.
On Friday, December 29, 2017 the Muhammadu Buhari presidency announced the appointment of 209 board chairmen and 1,258 board members into a slew of agencies.

Secretary to the Government of the Federation (SGF), Boss Mustapha, made the list public.

The names of persons who have since passed on, popped up on the list, to the dismay and outrage of millions of Nigerians.

However, the presidency says Nigerians should cut it some slack because the list was compiled in 2015 and revised in 2016.

'Historical list'

This is the case of Mrs. Bethel Ugoh, a young graduate of Accountancy from Ebonyi State University. Bethel who got married while in school in 2014 has a 34months old son (2years and 10months), Wilfred who has a hole in the heart. Wilfred’s condition was first diagnosed when he was nine months old.
He was taken to a cardiologist because he had a severe cough and his mother was advised to take him to Enugu for an eco-test to know the type of hole he has. Bethel and her husband (who is a petty trader that deals in food stuffs) were at that time unable to do this due to financial constraints as she was still an undergraduate.
He was first taken to a public Primary Healthcare Centre where he was immediately referred to Ikeja General Hospital. He was again referred to the children emergency ward of the Lagos University Teaching Hospital (LUTH), Idi Araba where an oxygen was immediately prepared for him as he was already gasping for breath. His lips, tongue, finger and toe nails including his faeces and food he vomited were bluish and an eco-test was carried out on 9th of December, 2016 where his first diagnosis was confirmed.
To save the life of Wilfred, specialists have referred him to India where the cost of surgery is cheaper for an open heart surgery. A total of 6 million naira is needed for evaluation and cost of surgery excluding other traveling expenses and logistics.
Wilfred has been living on platelets which costs N8,500 per pack and uses not less than eight packs in two weeks. The family has spent a total N2.7million naira to keep the child alive.
The family is therefore pleading and soliciting for donations from kind hearted Nigerians to help save the first seed of this marriage and a promising Nigerian child.

Tinubu’s Daughter, Shade, Welcomes Surrogate Baby Boy

Shade Tinubu-Ojo, first daughter of the National leader of the All Progressives Congress, APC, Asiwaju Bola Tinubu has welcomed her first baby, a boy, through surrogacy.
According to  Wikipedia, Surrogacy is a method or agreement whereby a woman agrees to carry a pregnancy for another person or persons, who will become the newborn child’s parent after birth.
PM News investigation revealed that the baby was born on 25 December, 2017 through surrogacy to the Tinubu-Ojo family, who have been expecting a baby several years after marriage.
Tinubu-Ojo was cited at the commissioning of the Johnson, Jakande, Tinubu, JJT Park three weeks ago not pregnant. In fact, she was the one who cut the tape for the commissioning of the project in the presence of Governor Akinwunmi Ambode.
Despite fact that the baby was born through surrogacy, there is joy in the Tinubu-Ojo’s family that at last the Iya-Oloja General is now a proud mother.
The naming ceremony of the baby has been fixed for Monday, January 1, 2018.

A mall in northern China has installed a larger-than-life canine statue with more than a passing resemblance to US President Donald Trump to welcome the coming Year of the Dog.
The giant pooch towers above shoppers in Taiyuan, capital of Shanxi province, sporting a slick golden pompadour, angled brows and a red scarf with one index finger raised in a distinctly Trumpian manner.
As he was born in 1946, Trump, who has been accused of having more bark than bite, is a dog under the Chinese zodiac — a trait which he shares with his predecessors George W. Bush and Bill Clinton.
Those born in the Year of the Dog, according to Chinese astrology, are forthright and extremely loyal, in addition to having a strong sense of justice. But they can also be stubborn, irritable and easily angered.
Last year the mall erected a large Trump-like rooster, which inspired numerous replicas, including a giant inflatable one placed not far from the White House this summer.

India likens bitcoin to Ponzi schemes

India warned Friday against investing in cryptocurrencies, including bitcoin, likening them to “Ponzi schemes”, as it became the latest country to urge caution.
Despite a boom in trade that has seen prices soar, cryptocurrencies “don’t have intrinsic value and are not backed by any kind of assets,” the Indian finance ministry said in a statement.
“There is a real and heightened risk of investment bubble of the type seen in Ponzi schemes, which can result in sudden and prolonged crash,” it said.
Bitcoin prices plunged by almost 40 percent from its record high of $19,500 this month, as investors cashed out following the wildly volatile currency’s stratospheric rise.
Analysts and governments have repeatedly warned about a bubble that could burst at any moment as investors, many inexperienced, piled into the currency.
India’s government said consumers needed to be “extremely cautious as to avoid getting trapped in such Ponzi schemes”.
Its warning came a day after South Korea, a hotbed for cryptocurrency trading, said it would ban anonymous trading of virtual currencies.
On Tuesday Israel announced a move to ban trading in cryptocurrency-based companies on the Tel Aviv market until it can regulate transactions involving digital coins.
The vice-president of the European Central Bank has also expressed concern about the relentless rise in the value of bitcoin.
US Federal Reserve boss Janet Yellen has said bitcoin is not money and called on banks to be certain their digital currency transactions adhere to anti-money laundering statutes. (AFP)

Real Madrid star Cristiano Ronaldo was Thursday named Globe Soccer's Best Player for the second year in a row and the fourth time overall although he wasn't present in person to receive his trophy.
The Portuguese international also won the prize, organised by the EFAA (European Association of Football Agents) and ECA (European Clubs Association) in 2011, 2014 and 2016.
Ronaldo appeared by video link as he received the award from Italy's Alessandro del Piero.
Despite his numerous awards, Ronaldo joked that he still has plenty of room to expand his personal trophy cabinet.
"Don't worry my friend, I have a lot of space," Ronaldo, who inspired Real to the Champions League last season, told the show's host.
"For me it's a special moment and I feel very happy to receive this award. I have to say thank you to my teammates, to my coach, to Real Madrid.
"It was an amazing year, we won a lot of trophies collective and myself individual, so I'm so glad. Thank you for the people who voted for me -- next year, do the same!"
Real were also named best club of the year and Zinedine Zidane was best coach.
"It's an honour for me and for the club to receive this award," Zidane told the audience.
"It means things have gone well and worked well."
In other awards, Francesco Totti and Carles Puyol received player career awards, Marcello Lippi was handed a coaching career award, Spain's La Liga was best league of the year, and Jorge Mendes named best agent.

Mumbai rooftop restaurant fire kills 14

New Delhi  (CNN) - At least 14 people were killed after a fire broke out at a Mumbai rooftop restaurant early Friday, according to Mumbai police.
The fire started at around 12:22 a.m. local time at the fifth-floor restaurant, called 1 Above in Kamala Mills, according to Mumbai police spokesperson Deepak Deoraj.
Images of the scene showed a raging fire overtaking the rooftop and billowing smoke in the night sky.
There are two restaurants on the building's top floor -- 1 Above and another establishment, Mojo's Bistro. Kamala Mills is a former industrial compound that in recent years has been refurbished and now houses restaurants, bars and offices in Mumbai's Lower Parel area.
Eleven of the 14 victims were female and the remaining three were males.
A case has been registered against 1 Above's manager and partners, Deoraj said.
Indian Prime Minister Narendra Modi tweeted about the fire: "Anguished by the fire in Mumbai. My thoughts are with the bereaved families in this hour of grief. I pray that those injured recover quickly."

Eyewitness: Flames spread in a 'matter of seconds'
One diner who was present when the fire started told CNN that he and his dining companion noticed a "small fire" in the corner of the restaurant, but he had assumed staff would bring it under control.
However, he had underestimated the speed at which it would spread.
"Before anyone had time to react in a matter of seconds the flames had spread very rapidly and engulfed the entire rooftop," customer Sulbha KG Arora said.
"There was no time for anyone to try and bring the fire under control, the only thing possible to do was to try and escape from there."
He said there were around 100 people in 1 Above when the flames spread, and in a "little bit of a stampede" diners rushed towards the entrance.
He says he was pushed down in the melee. "By the time I tried to get up, the whole roof above me was coming down in flames," he said.
He and his companion, an old college friend, instead escaped to the kitchen where staff helped them locate and exit through a fire escape door.  
"There were quite a few flights of stairs we had to run down and as we kept running we could literally feel the fire chasing us because we kept feeling the heat behind us," he said.
